

Strategic Design for Everyday Use and Event Demand
Designed to improve circulation and convenience, the garage features dual entry points from College Street and a connector road off North First Street. A reversible lane at the College Street entrance helps accommodate surges in traffic during major events, while two elevators and pedestrian access points at the southwest and northeast corners enhance safety and user experience. Every aspect of the structure was planned to support both day-to-day activity and high-volume peak demand.


Partnership That Delivered Results
The project was made possible through a collaborative public-private partnership between Millan Enterprises, Montgomery County, and the State of Tennessee. Backed by $14 million in state funding, the facility was constructed and delivered without the use of county taxpayer dollars. Even more notably, the project opened $2 million under budget, demonstrating strong stewardship, disciplined management, and the value of aligned partnerships.
Long-Term Community Impact
More than a parking garage, the completed project is an investment in downtown mobility, economic development, and long-term community infrastructure. By improving accessibility to businesses, entertainment venues, and future development, the structure helps fuel continued momentum in Downtown Clarksville while creating lasting value for Montgomery County and the surrounding region.
